Balloon tips that are displayed in Microsoft Windows XP are not read by the Narrator Accessibility tool as expected.
This behavior occurs because balloon tips are pop-up notifications that the user cannot place focus on, and Narrator can read only those windows that can receive the user's focus.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

Balloon tips are displayed to notify the user of occurrences such as low disk space, the installation of new programs, and the fact that notification area icons have been hidden.
