Consider the following scenario:
Note This issue occurs only when the user profile does not use the Unicode format. For example, this issue occurs when the user profile uses the American National Standards Institute (ANSI) format. To determine which format the user profile uses, follow these steps as appropriate for the version of Outlook that you are running.
Outlook 2010 and Outlook 2013
To resolve this issue, install the following update rollup:

To work around this issue, use one of the following methods:
Method 1Remove the To or Cc column from the folder view.
Method 2Run Outlook in cached mode.
Method 3Create a new user profile that uses the Unicode format.
