After you upgrade a computer from Microsoft Windows 98 or Microsoft Windows Millennium Edition (Me) to Microsoft Windows XP, Control Panel icons that are installed by third-party programs may be missing.
This behavior occurs because only known, good Control Panel icons are migrated during an upgrade.
This behavior is by design.

Unknown Control Panel icons have ".disabled" appended to the file name during the upgrade.
