If you're using Windows Live Mail to access Outlook.com and experience one of the following:

Unable to Sign in or access mail. (Outlook.com, MSN, Outlook.com and Live Mail)
Note: The problem is sometimes accompanied by a message saying: Email address is removed for privacy or Server Error: 3204.

Fix it myself

In Windows 7, click Start and type regedit in the Search programs and files text box.
In Windows 8, move you mouse to the upper right corner, click Search and type regedit in the search text box.
Click OK in the User Account Control window.
Once Regedit starts, navigate to the HKEY_CURRENT_USER\Software\Microsoft\Windows Live\Communications Clients\Shared\Policies key and remove the entry where:
The Name field = ssl.live.com_MBL_SSL and Data field = MBI_SSL.
