A Select box in Internet Explorer 10 shifts downward when you rest the mouse pointer over it

When you rest the mouse pointer over a Select box in Internet Explorer 10, the Select box may shift downward.

Note This problem occurs only in IE5 Quirks mode and IE7 Standards mode both in Windows 7 and in Windows 8.
This problem occurs when a dynamic change occurs in the DIV element that causes the CLayout descent to increase. This change causes the DIV element to shift downward.
