External widescreen display renders abnormally when rotating screen to portrait mode in Windows 8

Consider the following scenario:
  • You have an LG V960 All-in-one computer that is running Windows 8.
  • You connect this computer to an external 21:9 widescreen monitor.
  • You configure the Orientation setting to Portrait or Portrait (flipped) in the Screen Resolution dialog box.
In this situation, the desktop background appears garbled on the external monitor.
This issue occurs because the code mistakenly returns an incorrect orientation mode.
