When you start Microsoft Outlook, you may receive the following error message:
Outlook failed to start correctly last time. Starting Outlook in safe mode will help you correct or isolate a startup problem in order to successfully start the program. Some functionality may be disabled in this mode.
Do you want to start Outlook in safe mode?
When a problem is detected during startup, Outlook fixes the problem or isolates it, and allows the program to start successfully with certain add-ins and extensions turned off.
You can either click Yes to start Outlook in safe mode and disable all add-ins or extensions that will not start, or a corrupted resource, file, registry, or templates. A list of disabled items is accessible through the Disabled Items dialog box

Outlook 2003 and earlier versions of Outlook
If you click No, Outlook tries to start normally without disabling anything. You should choose this option if you have experienced an improper shutdown or other system problem that you know is not serious enough to start Outlook in safe mode.
