SUMMARY
When you start Microsoft Outlook, you may receive the following error message:
Outlook failed to start correctly last time. Starting Outlook in safe mode will help you correct or isolate a startup problem in order to successfully start the program. Some functionality may be disabled in this mode.

Do you want to start Outlook in safe mode?
MORE INFORMATION
When a problem is detected during startup, Outlook fixes the problem or isolates it, and allows the program to start successfully with certain add-ins and extensions turned off.

You can either click Yes to start Outlook in safe mode and disable all add-ins or extensions that will not start, or a corrupted resource, file, registry, or templates. A list of disabled items is accessible through the Disabled Items dialog box

To see the list of disabled items, please use the following steps:

Outlook 2010

  1. On the File tab, click Options.
  2. In the Outlook Options dialog box, select Add-ins.
  3. In the Add-ins section of the Outlook Options dialog box, select Disabled Items in the Managelist, and then click Go.
  4. To reenable a disabled item, select the item in the Disabled Items dialog box, and then click Enable.
  5. Click Close and then click OK.

Outlook 2007

  1. On the Tools menu, click Trust Center.
  2. In the Trust Center dialog box, select Add-ins.
  3. In the Add-ins section of the Trust Center, select Disabled Items in the Manage list, and then click Go.
  4. To reenable a disabled item, select the item in the Disabled Items dialog box, and then click Enable.
  5. Click Close, and then click OK.

Outlook 2003 and earlier versions of Outlook

  1. On the Help menu, click About Microsoft Outlook.
  2. In the About Microsoft Office Outlook dialog box, click Disabled items.
  3. To reenable a disabled item, select the item in the Disabled Items dialog box, and then click Enable.
  4. Click Close, and then click OK.
If you reenable some items, you may need to reload or re-install an add-in. Enabling an item does not necessarily fix the root of the problem; an item that you enable may be placed back on the disabled list the next time that you start Outlook.

If you click No, Outlook tries to start normally without disabling anything. You should choose this option if you have experienced an improper shutdown or other system problem that you know is not serious enough to start Outlook in safe mode.
