When Exchange 2000 Server Setup tries to create Internet Information Services (IIS) Metabase objects for Base Distributed Authoring Version (DAV) protocol, Exchange 2000 Server Setup may not complete and you may receive the following error message:
Setup failed while installing sub-component Base DAV protocol with error code 0x80070003 (please consult the installation logs for a detailed description). You may cancel the installation or try the failed step again.
You receive the options Retry or Cancel.
This behavior can occur because the Default Web Site in Internet Services Manager has been deleted and Exchange 2000 Setup cannot continue until you re-create the Default Web Site. Text similar to the following is logged in the Exchange 2000 Server Setup Progress.log:

The following path is being verified in the Progress.log and is located in the metabase:
Because the Web site does not exist, the path is not present and the installation does not respond.
To resolve this behavior, you must re-create the Default Web Site on this server. To do so:
Start Internet Services Manager.
Right-click YourServerName, click New, and then click Web Site. This step starts the Web Site Creation Wizard.
Enter a description for this Web site, and then click Next.
Set the appropriate Internet Protocol (IP) and port setting, and then click Next.
Set the path for the Web site, and then click Next.
Set the appropriate Web site access permissions, and then click Next.
After you create this Web site, return to your Exchange 2000 installation, click Retry, and then the installation continues.
