32-bit applications do not receive events when the WscRegisterForChanges function is used on 64-bit Windows 8.1

Symptoms
When the WscRegisterForChanges function is used to register for events on a computer that is running a 64-bit edition of Windows 8.1, 32-bit applications do not receive events.
Resolution

Hotfix information

Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. To apply this update, you must first have update 2919355 installed in Windows 8.1.

Windows 8.1 file information and notes
