Users can't use Workplace Join, and event ID 100 and 101 are logged

PROBLEM
When a user tries to use Workplace Join, the user receives the following error message:
Confirm you are using the current sign-in info, and that your workplace uses this feature. Also, the connection to your workplace might not be working right now. Please wait and try again.
Additionally, admins see following event ID 100 and event ID 101 logged in Event Viewer:
Event ID: 100

Level: Information
Description: Workplace Join discovery succeeded. Activity Id: NULL
Event ID: 101
Log Name: Microsoft-Windows-Workplace Join/Admin

Description: Workplace Join discovery will query redirect location from 'http://EnterpriseRegistration.interop.msftonlinerepro.com:80/EnrollmentServer/contract'.
CAUSE
The user is a domain user but does not have a cloud identity provisioned.
SOLUTION
To troubleshoot this issue, follow these steps:
  1. Make sure that the user has an account in Azure Active Directory (Azure AD).

     If directory synchronization is being used, make sure that directory synchronization is working and that the user account is not filtered.
  2. Make sure that the user can sign in to the Microsoft cloud service portal. For more information about how to troubleshoot sign-in issues, see the following Microsoft Knowledge Base article:
