"Connection is unsuccessful" error when you connect a Bluetooth device to an application in Windows 8.1 or Windows RT 8.1

This article describes an issue that occurs when you connect a Bluetooth device to an application in Windows 8.1 or Windows RT 8.1. An update is available to fix this issue. Before you install this update, see the Prerequisites section.
Symptoms
When you try to connect a Bluetooth device, like a smartphone, to an application that uses the Hands-Free Profile (HFP) or the Human Interface Device Profile (HID) functionality, the connection can't be established. 
How do I get this update?
