FIX: An unexpected local address is displayed in Wireshark on a device that is running Windows Embedded Compact 7

Introduction
This article describes an issue in which an unexpected local address is displayed in Wireshark on a device that is running Windows Embedded Compact 7. An update is available to fix this issue. Before you install this update, all previously issued updates for this product must be installed.
Symptoms
Assume that you have a Windows Embedded Compact 7 device that has a Local Area Network validated. When you use the Wireshark network protocol analyzer and run the IPCONFIG command, you receive an expected local address that resembles the following:

290 28.236702000 :: ff02::1:ff14:77e6 ICMPv6 78 Neighbor Solicitation for fe80::9c3:6e65:c914:77e6

Additionally, when you use a display filter in the Wireshark network protocol analyzer, you receive an unexpected local address that resembles the following:

ff02::1:ff14:77e6 ICMPv6 78 Neighbor Solicitation for fe80::9c3:6e65:c914:77e6
Note The following registry setting could invalidate Duplicate address detection (DAD) message of IPv6:

[HKEY_LOCAL_MACHINE\Comm\Tcpip6\Parms]"ArpRetryCount" = dword:0
