You can't disable the option to restrict access by using a Group Policy setting in Office 2016

Summary
This issue occurs because the registry value isn't read by Microsoft Office 2016 applications. For example, the following registry value in Microsoft Word 2010 disables the option to restrict access. However, the same registry value does not work for Word 2016.
