Error code 86000c09 when Activesync devices try to sync with Exchange Server 2013

Mobile devices cannot connect to Exchange Server 2013 by using ActiveSync. Additionally, they cannot sync email at random intervals. In this situation, you receive the following error message:

We're having problem connecting to< server name>. contact a support person or your service provider 
Error Code: 86000C09

To resolve this issue, install Cumulative Update 10 for Exchange Server 2013.
