Can't view Office and Adobe PDF attachments in Outlook Web App in Office 365 Dedicated/ITAR

Symptoms
After users' mailboxes are moved to Microsoft Exchange Server 2013 in Office 365 Dedicated/ITAR, they may be unable to view Office and Adobe PDF attachments in Outlook Web App.
Cause
This issue occurs because Exchange 2010 uses a third-party service that's named WebReady Document Viewing to display Office and Adobe PDF files. Exchange 2013 uses the native Web Access Companion (WAC), and this requires access to the Internet. 
Resolution
By default, WAC or Office Online is enabled for Exchange 2013 users. For most user scenarios, there is no action required in this situation. WebReady Document Viewing will persist for Exchange 2010 users until their mailboxes are moved.

Some administrators may not enable their users’ access to Outlook Web App over the Internet. For the users who have Outlook Web App blocked over the Internet, we recommend that WAC be disabled. You can do this by using the default setting or a custom OWAMailboxPolicy setting.

This TechNet article describes customizations and options that include the following key parameters:
  • WacViewingOnPublicComputersEnabled
  • WacViewingOnPrivateComputersEnabled
  • ForceWebReadyDocumentViewingFirstOnPublicComputers
  • ForceWebReadyDocumentViewingFirstOnPrivateComputers

When WAC is disabled, users will revert to downloading attachment contents to a local computer. The WebReady Document Viewing option isn’t available in Exchange 2013.
