Description :

Cause
This issue occurs because there are additional characters in the French translation of messages returned for the MSExchangeHMWorker.exe process. These additional characters trigger the "System.FormatException" error.
Resolution
To resolve this issue, install Cumulative Update 13 for Exchange Server 2013 or a later cumulative update for Exchange Server 2013.
