Users may be prompted to dial a connection even if the Microsoft Internet Explorer "Never Dial a Connection" policy has been implemented on the client computer.
When you apply a policy to turn off or turn on the automatic dial setting for Internet Explorer, the policy uses the REG_DWORD type for the EnableAutoDial registry key.
However, during user logon or logoff processing, the Mobsync component that is involved with offline folder synchronization may check this setting and set it to a value of 1.
Additionally, if the connection setting is changed in Internet Explorer 5.0.x, the registry type changes to REG_BINARY instead of REG_DWORD. The Mobsync component was not following the default behavior, which is to set the key value to 0 if the value must be written. The Mobsync component would also re-create the registry key value setting to 1 if the key was deleted for any reason (for example, by a group policy). This was also incorrect behavior.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
After you apply this hotfix, Mobsync properly adds the registry key back if it is deleted, and then sets the value to a default value of 0.
