User can't create a profile for a secondary mailbox in Office 365 Dedicated/ITAR (vNext)

Symptoms
A user tries to access the autodiscover.xml file to finish creating a profile after the profile has been created through the Mail item in Control Panel. However, the user is prompted for credentials in Microsoft Office 365 Dedicated/ITAR (vNext), as follows:

Cause
This issue is currently under investigation by Microsoft.
Resolution
To resolve this issue, follow these steps:
  1. From a Run command in Windows, type Outlook /profiles to prompt Outlook to open the Choose Profile dialog box:

  2. This command won't change your Outlook profile settings, but will only display the Outlook Choose Profile dialog box:

  3. Click New to create the secondary profile.

    Note For more information about command-line switches, see Command-line switches for Outlook for Windows.
  4. Change the Outlook profile settings to always open the Choose Profile dialog box. To do this, follow these steps:
    1. In Control Panel, click the Mail item, and then click Show Profiles.

    2. Select the Prompt for a profile to be used option. This displays the Outlook Choose Profile dialog box every time that Outlook starts.
