FIX: SSIS package doesn't run when you call it from executable files outside the DTS\Binn folder in SQL Server 2016

When you call a Microsoft SQL Server 2016 Integration Services (SSIS 2016) package from an executable file that's outside the %Program Files%\Microsoft SQL Server\130\DTS\Binn folder, the SSIS package doesn't run. Additionally, you receive a misleading "FileNotFound" exception.

Cumulative Update information

The issue was first fixed in the following cumulative update of SQL Server. 
Recommendation: Install the latest cumulative update for SQL Server
Each new cumulative update for SQL Server contains all the hotfixes and all the security fixes that were included with the previous cumulative update. We recommend that you download and install the latest cumulative updates for SQL Server:
