"The Customer subscription ID is not authorized for creating Microsoft Peering" error when you try to enable Microsoft peering

When you try to enable Microsoft peering without first obtaining authorization, you receive the following error message:
The Customer subscription ID <Your Azure subscription ID> is not authorized for creating Microsoft Peering
You must obtain authorization from Microsoft before you can enable the Microsoft peering feature.

Microsoft peering enables Microsoft Azure ExpressRoute customers to access various Microsoft services through an ExpressRoute circuit. This is accomplished by advertising routes for Microsoft services through Border Gateway Protocol (BGP). These routes are advertised after Microsoft peering is enabled on the circuit.
