When you try to open a network file, you cannot open the network file if it is locked. The CreateFile API does not return until the file is unlocked.
This problem may occur if CreateFile is called to open a network file, and it is blocked by LockFileEx. Even if a range of bytes in that file is being locked, LockFileEx should never block the file open operation. This problem is caused by an error in the redirector.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
