SYMPTOMS
When you edit a phone number for a contact in Italy or Vatican City, the country code and area code are incorrectly parsed as being part of the local phone number and an extra country code +39 is appended in front of the telephone number.

The following is an example of incorrectly parsed numbers:

3 digit area code/7 digit local phone: (051) 2095701 (valid number in Bologna, Italy)
4 digit area code/6 digit local phone: (0444) 221111 (valid number in Vicenza, Italy)
