The "NoDesktop" policy causes problems with displaying the desktop

If a user presses the Windows Logo+D key combination, or right-clicks the taskbar and then clicks Show the Desktop, all programs are minimized as expected, but the user may then receive an error message that states that a policy restriction is in place. The desktop is then visible. However, if the user then presses Windows Logo+D again, or right-clicks the taskbar and then clicks Show open windows, the user receives the same error message and none of the windows are restored.

These symptoms may occur if you have the "NoDesktop" policy in effect (this policy has a "friendly" name of "Hide and disable all items on the desktop").
When the desktop is shown, it receives a command to redraw the icons. Because the icons are disabled, the user receives the error message. The same steps occur (basically in reverse order) when the windows are restored. This does not work because of the policy restriction.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Microsoft Windows XP Service Pack 2.
