Add-ins are disabled if a process starts Outlook 2002

If you use a custom Component Object Model (COM) add-in with Microsoft Outlook, after you start Outlook, the add-in may not load or work correctly.
This problem may occur if another process, such as Microsoft ActiveSync version 3.5, starts Outlook but does not display any Outlook user interface. If this occurs and you then start Outlook as you typically do, Outlook does not load any COM add-ins.

Service Pack Information

This problem is corrected in Microsoft Office XP Service Pack 3.

Hotfix Information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, submit a request to Microsoft Customer Service and Support to obtain the hotfix.

This fix is a post-Office XP Service Pack 2 (SP-2) fix. To install the fix, you must have Office XP SP-2 installed. For additional information about Office XP SP-2, click the following article number to see the article in the Microsoft Knowledge Base:

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk. After you apply the fix, enable the fix by adding the ForceOutlookSessionForOM value.

To do this, follow these steps:
  1. Quit Outlook 2002.
  2. Click Start, click Run, type regedit in the Open box, and then click OK.
  3. Locate and then click the following registry key:
  4. Click Edit, click New, and then click DWORD Value.
  5. Type ForceOutlookSessionForOM, and then press ENTER. This creates a new DWORD value named ForceOutlookSessionForOM.
  6. With the new ForceOutlookSessionForOM DWORD value selected, click Edit, and then click Modify.
  7. In the Value data box, type 1, and then click OK.

    Note Setting the ForceOutlookSessionForOM DWORD value to 0 will disable the fix.
  8. Quit Registry Editor.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section of this article.
This problem was first corrected in Office XP Service Pack 3.
More information
If you do not have the hotfix installed and you re-enable the COM add-in so that it loads, it is not trusted in the Outlook 10 Security Settings folder.
