CAUSE
Error: -2147221231 means MAPI_E_LOGON_FAILED or Logon Failure.
RESOLUTION
To resolve this event, check if the Recipient Mailbox stated in the event description is disabled or locked-out. If it is disabled, then, enabling / un-locking the user account mailbox should solve the issue.
