After an administrator resets a user account password and then sets it to immediately expire, the user may not be able to change his or her password during the next logon attempt. However, if the user waits a while, the user can then change the password.
This problem is caused by domain controller replication latency, and may occur if the user's password is changed on a domain controller in a site other than the site where the user is located. Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.

To disable the new behavior that this hotfix provides, add or edit the SamDisableSingleObjectRepl item. To do this, follow these steps:
To re-enable the new behavior made available by this update, delete the registry key or change the value of the key to 0.
