If you type the Czech language character "s with v" (hexcode of the character is 0x8A uppercase or 0x9A lowercase) in the Type name or Select from list box in an English language Offline Address Book (OAB) with Czech as your default locale, the type down search goes to the first "t" entry instead of the first "s with v" entry. To view the Select Names dialog box, click To in a new e-mail message.
