Error Message "Disk defragmenter could not initialize" when you defragment a NTFS drive on a Windows 2000 computer

This article has been archived. It is offered "as is" and will no longer be updated.
When you attempt to analyze or defragment an NTFS file system volume using the Windows 2000 Disk Defragmenter utility, you may receive the following error message:
Disk Defragmenter could not initialize
This error message does not occur when you analyze or defragment other FAT, FAT32, or NTFS volumes.
This problem occurs only on highly fragmented NTFS volumes when there is more than one Virtual Cluster Number (VCN) for the NTFS drive being defragmented. If this occurs, then only the first VCN is read for the size of the master file table (MFT) allocation index. When the MFT bitmap is created, this bitmap exceeds the allocated size.
