Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
The ETAG value for a static file response is generated by using the last-changed time and the metabase change-number. In Internet Information Services version 5.0, the MD_ETAG_CHANGENUMBER metabase property is used instead of the metabase change-number if the MD_ETAG_CHANGENUMBER metabase property, ID 2039, is present.

When certain metabase properties are changed, Internet Information Services version 5.0 automatically updates the MD_ETAG_CHANGENUMBER metabase property. Because of architectural changes in Internet Information Services version 6.0, the MD_ETAG_CHANGENUMBER metabase property is not automatically updated.

The following Internet Information Services version 5.0 properties do not apply to Internet Information Services version 6.0:
  • HttpPics property
  • DefaultDoc property
  • DefaultDocFooter property
  • EnableDocFooter property
  • ScriptMaps property
  • MimeMap property
  • EnableDefaultDoc property
  • AspCodepage property
  • AspEnableApplicationRestart property
Note You must have administrator permissions to update a property manually. You want to do this to keep the value of the property synchronized with different members of a Web farm.
