The Visual Basic Editor may open without menus or toolbars in Outlook 2007 or in Outlook 2003
When you unlock and then log back on to your computer, the Microsoft Visual Basic Editor may open without menus or toolbars in Microsoft Office Outlook 2007 or in Microsoft Office Outlook 2003.
This problem occurs only if the Microsoft Visual Basic Editor window is maximized.
This problem may occur when you edit a Microsoft Visual Basic for Applications (VBA) macro in Outlook, close the Microsoft Visual Basic Editor, and then lock your computer.
To restore the menus and toolbars after you unlock the computer, close and then reopen the Visual Basic Editor.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
