To work around this issue, add a new page, and then move the new page so that it is the first page of the section. Then when you add a new page or a new subpage to your section, the stationery is applied correctly. After the pages are added to the section that you want, you can delete the first page of the section.
To do this, follow these steps:
In OneNote 2003, open the section that you want.
On the Tools menu, click Options.
In the Category list, click Other.
Click to select the Create new pages using the stationery of the last page in the section check box.
Click OK to close the Options dialog box.
On the File menu, click New.
In the New task pane, click New Page.
A new untitled page is inserted.
Click the page tab of the new page, and then drag it sideways until a small triangle appears.
This indicates the location of the page.
Press and hold the left mouse button to drag upward until the triangle indicator is above the first page in your section, and then release the mouse button.
To add a new page that contains the stationery that you applied, click New Page on the New task pane.
After you add the new page to the sectioni that you want, delete the first page.
To do this, right-click the page tab of the first page of your section, and then click Delete.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in OneNote 2003 Service Pack 1.
