Microsoft Windows HTTP Services (WinHTTP) version 5.1 was included in the following service packs:
Microsoft Windows 2000 Service Pack (SP) 3
Microsoft Windows 2000 SP4
Microsoft Windows XP SP1
Microsoft Windows Server 2003
However, the WinHTTP proxy configuration tool, Proxycfg.exe, was not included in these service packs.
Earlier versions of Proxycfg.exe do not work with WinHTTP 5.1.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Microsoft Windows XP Service Pack 2.
WinHTTP 5.1 is a new version of WinHTTP that is now included in the following versions of Microsoft Windows:
Microsoft Windows 2000 Service Pack 3 and later versions, except the Datacenter Server version
Microsoft Windows XP Service Pack 1 and later versions
The Microsoft Windows Server 2003 operating systems
