SYMPTOMS
When you connect to a Web server, Microsoft Internet Explorer may not correctly detect the security level of the connection. For example, a connection that is not encrypted may be detected as an encrypted channel that provides Secure Sockets Layer (SSL) encryption.
CAUSE
This problem may occur if the Web server uses a certificate that has an RSA public key exponent of 1.
RESOLUTION

When a Web server uses a certificate with an RSA public key exponent of 1, the private key exponent is also set to 1. If these conditions are present, the connection has no encryption security. After you apply this hotfix, the connection to the Web server will fail when a certificate with an RSA public key exponent of 1 is detected.

After you apply this hotfix, you can configure your computer to allow a connection to a Web server that uses a certificate with an RSA public key exponent of 1. To do this, follow these steps:
  1. Click Start, click Run, type regedit, and then click OK.
  2. Locate the following registry subkey:
    HKLM\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL
  3. Right-click SCHANNEL, point to New, and then click DWORD Value.
  4. Type IgnoreExponentOfOne, and then press ENTER.
  5. Right-click IgnoreExponentOfOne, and then click Modify.
  6. In the Value data box, type 00000001, and then click OK.
  7. Quit Registry Editor.
