You receive a "The requested task could not be carried out because the necessary engine could not be created" error message when you click the Speech Control Panel icon

SYMPTOMS
When you click the Speech Control Panel icon, you receive the following error message:
The requested task could not be carried out because the necessary engine could not be created. Please select a different engine and/or a different audio device.
This problem occurs after you install the following Microsoft Speech Application Platform (Speech Platform) products together on the same computer:
  • Microsoft Speech Server (MSS) 2004 R2 and the Speech Add-in for Microsoft Internet Explorer
  • MSS 2004 R2 and MSS 2004 Version 1
CAUSE
MSS 2004 Version 1 and the Speech Add-in use a different version of the Speech API (SAPI) resources than MSS 2004 R2 uses. If you install MSS 2004 Version 1 or the Speech Add-in on a computer that is running MSS 2004 R2 or if you install MSS 2004 R2 on a computer that is running MSS 2004 Version 1 or the Speech Add-in, breaking changes are created in the resource manifest file that SAPI uses to identify resource locations.

Note This problem does not affect MSS functionality or the functionality of the applications that are hosted by MSS. This problem only affects desktop speech applications that run locally on the affected computer.

The following Speech Platform product configurations are the only configurations that are supported on any single computer:
  • MSS Version 1
  • Speech Add-in
  • MSS R2
  • MSS Version 1 and Speech Add-in
WORKAROUND
To work around this problem, follow these steps:
  1. Select the Speech Platform product configurations that you want to use on the computer.
  2. Remove the conflicting products.
  3. Repair the remaining products by using Add or Remove Programs in Control Panel.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
