In Microsoft Windows Server 2003 and in Microsoft Windows 2000 Server, the Dcdiag.exe tool may misinterpret the following site and server Options attribute settings:
Intrasite replication may be incorrectly detected as disabled.
Intersite replication may be incorrectly detected as disabled.
Servers may be incorrectly identified as global catalog servers.
Servers may be omitted from replication topology checks.
For example, if the Microsoft Windows NT Directory Service (NTDS) site settings Options attribute is set to 16, the Dcdiag.exe tool returns an incorrect analysis that is similar to the following:
[Topology Integrity Check,<domain controller name>] Intra-site topology generation is disabled in this site.
This problem occurs because the Dcdiag.exe tool incorrectly translates the Options attribute for the site NTDS site settings and for the server NTDS site settings. These two attributes are both single-digit integers. When you set the Options attribute to 16, you obtain the same result as when you set the attribute to 1.
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

You must have Windows 2000 Service Pack 4 installed to apply this hotfix.
You do not have to restart the computer after you apply this hotfix.
Hotfix replacement information
This hotfix replaces hotfix 833436.
The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
