"Upgrade Visual Basic 6 Code" may be missing on the Tools menu when you open a .vb file by using the devenv command in Visual Studio 2005 or in Visual Studio .NET 2003

SYMPTOMS
In Microsoft Visual Studio 2005 or in Microsoft Visual Studio .NET 2003, you can open a .vb file by using the devenv command at a command prompt. When you do this, Upgrade Visual Basic 6 Code may be missing on the Tools menu.
RESOLUTION
To resolve this problem, use one of the following methods:
  • Create a new Microsoft Visual Basic project for the .vb file. Then, open the project in Visual Studio 2005 or in Visual Studio .NET 2003.
  • Open the solution file or the project file by using the devenv command at a command prompt instead of opening the .vb file.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
