FIX: Error message when you run an application in the .NET Framework 2.0: "System.IO.FileNotFoundException"

When you build and run an application in the Microsoft .NET Framework 2.0, the application fails. Additionally, you receive the following error message:
System.IO.FileNotFoundExceptionThis problem occurs if the following conditions are true:
- In the application's configuration file, you used an HREF attribute in the codebase element to specify an assembly.
- The URL that is specified in the HREF attribute points to a Web server that is unavailable.
Hotfix informationA supported hotfix is now available from Microsoft. However, it is intended to correct only the problem that is described in this article. Apply it only to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Microsoft .NET Framework 2.0 service pack that contains this hotfix.
