FIX: You may experience slow performance when you call certain X509Certificate2 constructors on a computer that is running the .NET Framework 2.0

When you call certain X509Certificate2 constructors on a computer that is running the Microsoft .NET Framework 2.0, you may experience slow performance.

Note Every call may cause a delay of about three seconds.
This problem occurs because certain X509Certificate2 constructors create components that perform redundant Active Directory directory service lookups.
