You cannot use the Connection Manager tool to update the phone book on a Windows Vista-based computer

When you try to use the Connection Manager tool on a Windows Vista-based computer to manage the network connection and to configure phone book updates to be automatically downloaded, the phone book download client (Cmdl32.exe) cannot download the phone book.
To update the phone book, the core Connection Manager component (Cmdl32.exe) is responsible for downloading the file, extracting the file, and copying the phone book files to the appropriate location on the client computer. However, when the Cmdl32.exe process downloads the file, the Cmdl32.exe process tries to create temp files in a location where the process has no write and delete permissions. Therefore, the phone book update does not work.
