You experience a 45-second delay when you try to start an application in Windows Vista

On a Windows Vista-based computer, you try to start an application by using a user account that does not belong to the Administrator group. However, you experience a 45-second delay before the application window appears.

This problem occurs if the one of the following conditions is true:
  • The computer cannot access the Internet.
  • Web Proxy Auto-Discovery (WPAD) is not enabled in the network environment.
This problem occurs because of an error in the Shlwapi.dll file.

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. To work around this problem, configure a valid proxy server for the local system account. To do this, run the following command at a command prompt:
netsh winhttp set proxy proxy-server
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Windows Vista Service Pack 1.
