You cannot use the Lync 2010 client or the Communicator 2007 client to host a video-only conference

Symptoms
When you use either the Microsoft Lync 2010 client or the Microsoft Office Communicator 2007 client, you cannot host a video-only conference.
Cause
The Lync 2010 client and the Communicator 2007 client are designed to include both audio and video features for peer-to-peer and conferencing communications.
Workaround
To work around this issue, use the Office Live Meeting service to host a video-only conference. Additionally, the Windows-based Live Meeting 2007 client that is supported in Communications Server deployments lets meeting presenters host video-only conferences.
Status
This behavior is by design.
