Microsoft ended support for Windows Server 2003 on July 14, 2015. This change has affected your software updates and security options. Learn what this means for you and how to stay protected.

SYMPTOMS
On a Windows Server 2003-based computer, you use the Ftp.exe program to download files to a destination folder. Permission inheritance is enabled on the destination folder. However, the downloaded files have permissions that differ from the permissions of the parent folder.

This problem occurs if the following conditions are true:
  • The temporary (%Temp%) folder of the current user and the destination folder reside on the same partition.
  • The temporary folder and the destination folder have different permissions.
  • On the computer, you have installed Windows Server 2003 Service Pack 2. Or, you have installed the hotfix that is described in Microsoft Knowledge Base article 921388.For more information, click the following article number to view the article in the Microsoft Knowledge Base:

CAUSE
This problem occurs because hotfix 921338 has changed the behavior of the Ftp.exe program. Hotfix 921338 is included in Windows Server 2003 Service Pack 2.

When the Ftp.exe program downloads a file, the program first creates a temporary file in the %Temp% folder. After the file is downloaded successfully, the Ftp.exe program moves the file to the destination folder. If the %Temp% folder and the destination folder reside on the same partition, moving the file does not change file permissions of the downloaded file. Therefore, the downloaded file in the destination folder inherits the file permissions of the %Temp% folder instead of the file permissions of the parent folder.
RESOLUTION

To work around this problem, use one of the following methods:
  • Use the Ftp.exe program that is included in Windows Server 2003 Service Pack 1.
  • Make sure that the destination folder and the %Temp% folder reside on different partitions.
  • Make sure that the destination folder and the %Temp% folder have the same file permissions.
