When you advertise a program to a user group in Microsoft System Center Configuration Manager 2007, some members of the user group do not receive the advertisement. This problem occurs if the user is a member of more than 175 user groups.
The Policy Agent component on a client computer requests user policy assignments from the management point. To do this, the Policy Agent component sends a list of the user groups of which the user is a member. Then, the management point returns the advertisements that are assigned to those user groups.
The Policy Manager component on the management point receives all the user groups that the client reports. However, the MP_GetUserAndUserGroupPolicyAssignments stored procedure can only process a user group list that is smaller than 8 kilobytes (KB). A group list of 8 KB contains approximately 175 user groups.
Therefore, the client does not receive any advertisements that are assigned to the user groups that follow the first 175 user groups in the list.
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

Hotfix installation instructions
To apply this hotfix, follow these steps:
Copy the SCCM2007-RTM-KB945501-X86-ENU.exe hotfix file to the Configuration Manager 2007 database server.
Run the file that is mentioned in step 1, and then follow the hotfix Setup Wizard instructions.
On the affected site server, stop the following services:
On the database server, open SQL Server 2005 Management Studio, and then run the Update.sql script in the following folder:
Note The SCCM_Install placeholder represents the folder in which Configuration Manager 2007 is installed.
On the site server, start the services that you stopped in step 3.
No prerequisites are required.
You do not have to restart the computer after you apply this hotfix.
Hotfix replacement information
This hotfix does not replace any other hotfixes.
The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
