Consider the following scenario:
You run Microsoft System Center Configuration Manager 2007 by using a named instance of Microsoft SQL Server as the Configuration Manager database.
No default instance of SQL Server is installed on the server that hosts the Configuration Manager database.
You try to install Configuration Manager 2007 International Client Pack (ICP) on a site server that is running an English version of Configuration Manager 2007.
In this scenario, the ICP installation process fails, and you receive the following error message:
Setup cannot start SQL Server to perform the upgrade
Additionally, the SMSSETUP.log file may contain information that resembles the following:
Date_time SQLTestQuery, SQL Server is down. Date_time Start default SQL server service Date_time Cannot start MSSQLServer on \\Computer_name
The Icpsetup.exe program tries to query data against the default instance of SQL Server. If the default instance is not installed, the installation process fails.
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

Note The "Hotfix download available" form displays the languages for which the hotfix is available. If you do not see your language, it is because a hotfix is not available for that language.
You can apply this hotfix on a site server that is running an English version of Configuration Manager 2007.
You do not have to restart the computer after you apply this hotfix.
Hotfix replacement information
This hotfix does not replace any other hotfixes.
The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.

An International Client Pack displays the user interface elements of the Configuration Manager 2007 client in the language of the client's operating system. A Configuration Manager 2007 user who has a localized Configuration Manager 2007 client and a localized operating system can use the Configuration Manager 2007 client user interface in their own language.
