FIX: Application domains restart unexpectedly in Internet Information Services 7.0

SYMPTOMS
You have an application that creates folders or files in a virtual directory in Internet Information Services (IIS) 7.0. The virtual directory points to the root of your Web site or the root of an application. You may notice that application domains restart multiple times even if you made no changes to these application domains.
CAUSE
This problem occurs because IIS 7.0 incorrectly handles the I/O completion packet if the packet size is 0. This behavior causes unnecessary restarts of the application domains.
RESOLUTION
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
