Error message when you try to edit some properties of an imported workflow in Microsoft Dynamics CRM 4.0: "Record is unavailable"

Symptoms
After you import a workflow that sets the properties of a new opportunity into Microsoft Dynamics CRM 4.0, you receive the following error message when you try to edit some properties of the workflow:
Record is unavailable.
Resolution
