The SMS_EXECUTIVE service process restarts unexpectedly when a limit is set for the maximum transfer rate between two sites in System Center Configuration Manager 2007

Consider the following scenario:
  • You have two sites in Microsoft System Center Configuration Manager 2007.
  • You set a limit in the sender address for the maximum transfer rate between these sites.
  • These sites are connected by an unstable network connection.
In this scenario, the SMS_EXECUTIVE service process (Smsexec.exe) restarts unexpectedly.

When this problem occurs, you may find that many instances of error code 64 are logged in the Sender.log file. Additionally, the Sender.log file may also contain the following information:
EXCEPTION INFORMATIONTime = <time> Service name = SMS_EXECUTIVE Thread name = SMS_LAN_SENDER Executable = <path>\smsexec.exe Process ID = <process ID>Thread ID = <thread ID>Instruction address = 31306eb9 Exception = c0000094 (EXCEPTION_INT_DIVIDE_BY_ZERO) Description = "The thread attempted to divide an integer value by an integer divisor of zero." Raised inside CService mutex = No CService mutex description = ""
Note This log information indicates that a "divide by zero" exception occurred in the SMS_LAN_SENDER thread.
This problem occurs because the SMS_LAN_SENDER thread incorrectly calculates the transfer rate data.
