A workflow is triggered two times even though you set the corresponding workflow rule to run only when the activity status is Completed in Microsoft Dynamics CRM 4.0

Symptoms
You create a workflow rule for an activity. The rule runs only when the status of the activity is Completed in Microsoft Dynamics CRM 4.0. However, when you create an activity, and then click Save as Completed, the workflow is triggered two times.
Resolution
