In a Microsoft Exchange Server 2007 environment, when a public folder database is dismounted or cannot be accessed for any reason in an Active Directory site, any later request to deliver the message to any public folder database within the same Active Directory site fails. In this case, all later public folder backfill requests, content replication messages, and hierarchy messages in the same local Active Directory site remain in a queue in a retry state on the computers that have the Hub Transport Server role. Additionally, if you check the message by using the Queue Viewer tool in Exchange Management Console, you see the following error message:
Last Error: 4.3.2 Mailbox Database is Offline
To resolve this problem, install Update Rollup 7 for Exchange 2007 Service Pack 1.
