This article describes the Microsoft Windows SharePoint Services 2.0 and Microsoft Office SharePoint Portal Server 2003 Post-Service Pack 3 issues that are fixed in the hotfix package that is dated October 28, 2008.

Issues that this hotfix package fixes
This hotfix fixes the following issues that were not previously documented in a Microsoft Knowledge Base article:
The server that is running SharePoint Portal Server 2003 may experience deadlocks in Microsoft SQL Server 2000 Service Pack 4 (SP4). The deadlocks are caused by the proc_secupdatewebacl process.
This issue occurs when there is a heavy load of users who create areas in SharePoint Portal Server at the same time.
You install hotfix 941412 on a server that is running Windows SharePoint Services 2.0. Then, you use the stsadm –o restore command, to try to restore a site collection. If the site collection includes full URL addresses that are more than 64 characters long, you receive the following error message:
Cannot complete this function
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.
If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, submit a request to Microsoft Customer Service and Support to obtain the hotfix.

There are no prerequisites for installing this hotfix package.
You do not have to restart the computer after you apply this hotfix package.

To use one of the hotfixes in this package, you do not have to make any changes to the registry.
This hotfix package may not contain all the files that you must have to fully update a product to the latest build. This hotfix package contains only the files that you must have to correct the issues that are listed in this article. The global version of this hotfix uses a Microsoft Windows Installer package to install the hotfix. The dates and the times for these files are listed in Coordinated Universal Time (UTC) in the following table. When you view the file information, the date is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.
